Residential Boiler/Chiller Controls

(OP)
I'd like to do a boiler/chiller setup for residential.

-1 mod-con boiler with outdoor reset.
-1 chiller possibly with VRV modulation
-4 4-pipe AHUs
-Steam humdifier(s)

Ideally the 4 zones would each provide:
-cooling,
-cooling with dehumidification,
-dehumidification,
-dehumidification with reheat,
-heating,
-heating with humidification, and
-humidification.

Additionally it is desirable to schedules to operate a minimum prescribed time per hour for filtration.

What is the best way to control this? Cost is important making an iWorx or Uponor solution impractical.

Can a controller like a Honeywell Excel 15 be used with their Spyder unitary controllers and Zio thermostats?

Or their T7351 thermostats with a residential zoning system and external humidistat from Generalaire or Aprilaire?

Or is something different required? What would be most cost effective?
