According to "Design Manual for High Voltage Transmission Lines" chapter 5, the following formula exist for designing horizontal clearance which is
Y= NESC Basic Clearance(table 234-1) + 0.4(kV line to ground -22) / 12.
My question is the numbers 0.4, 22, and 12 what do they represent and how did they came about.

Some familiarity with the NESC would be helpful to you as that is where the basic clearance requirement comes from.  The NESC specifies an additional clearance of 0.4" per KV for each KV above 22KV.  The 12 is to convert inches to feet.

I do agree with you to acquire knowledge of the NESC. Do you know where I can download the standard. This will clear lots of issues to me.

Would any one please direct me to a site or document where I can find drawings of different type of structures, in particular for 69 kV type TS-1, TS-1X, TSZ-1, TSZ-2, TH-1, TH-1G. For 161 kV type TH-10 and 230 kV TH-230.
