I need help from any engineer who has experience working with 43.8 kV power distribution system in Alabama in terminating 46 kV class loop feeder cables to a padmount tranformer. Can you list  tranformer and switchgear manufacturers or furnish a link?

I've never heard of a distribution system over 34.5 kV.  IEEE/ANSI standards for pad-mounted transformers cover 34.5 kV and below.

Alabama Power Company supplies electric power to a customer at 43.8 KV- subtransmission Voltage.

Square D literature indicate they can supply pad mount transformers up to 43.8kV.

I think pad-mount construction is not the issue, but getting separable connectors for loop feed 44 kV cables may be.
