I already have a PQR (P1G1 TO P1G2) qualified with EH10K filler wire & F7A6/P6 EH10K Flux by SAW process with PWHT.
Now the customer spec say high manganese fillers are not to be used to weld the Carbon steel material.

Which filler & Flux I should go for?Does I have to qualify a new PQR with changed filler.What i will need to do to avoid a new PQR qualification?

Yes, the PQR is qualified as per ASME SEC IX & ASME B 31.3.

Your exsting PQR may support a change in consumables.  Review the applicable variables under QW 404 in QW 254 of Sec IX.  Note: If impact testing is required, you may not change classification.  See QW 404.35

Assuming impacts are not requred, there are many choices of carbon steel consumables available and you may want to consult with your local supplier to determine which are readily available in your area.

This means where impact is not required I can use EM10K Filler wire with F7P6 EM10K Flux of any other brand other than that used in actual PQR?

In reviewing the applicable variables one concern is that the Mn limit for EH wires exceeds that allowed for A1 deposits.  The A number is an essential variable.

Though the max limit of Mn is 1.7 for EH10K which is above the limit for A1.but in my qualified WPS/PQR i have checked up the Mn in SAW wire test certificatre.It is below 1.4 so it comes in A1 & Mn for EM12K which i am going to use has also Mn contains below 1.4, so i am within the essential varialbe.
Does that mean i can use EM12 K wire & F7A6 EM12K Flux with same supporting PQR?

In my opinion, considering the information above, changing wire to EM12K does not invalidate the procedure, however, you'll need to verify that no other essential variables are being changed.
