AASHTO Article 10.24.6.1 gives guidance on fastener spacing for "sealing against the penetration of moisture in joints".  Ohio DOT's concrete deck haunch starts at the bottom of the top flange and proceeds to the deck at an angle.  This means that the outside (above the top flange) top flange splice plate is embedded in concrete.  Does anyone have any information as to whether, in this case, we must still adhere to AASHTO Article 10.24.6.1?  Does anyone know of any discussion or commentary on the subject?  ODOT does not have any discussion in the Bridge Design Manual.
