Does anyone know of any problems connecting a copper terminal to a stainless steel 4 hole pad?

I do this all of the time, although it's typically for grounding.  I tin the copper terminal before I install it, but I don't see a problem leaving it bare.  I would also use a contact grease such as NO-OXID or Penetrox.

We use stainless steel fasteners when used outdoor and mild steel fasteners if used under oil.
