According to clause 9.6.3 welded pipe tests, are the additional requirements for NDE applying only to welded pipe ( long seam and spiral) or is the intent to include seamless piping also?

"welded pipe" is a manufacturing process, it does not refer to how the pieces are connected in the field. four types of manufacturing include longitudinally welded pipe, spiral welded pipe, seamless pipe and ERW welded pipe. I believe the clause(s) you are referring to are for welded pipe only as the codes differentiate between welded pipe and seamless pipe in numerous places.
For example this excerpt from ASME B31.3 sect 302
(e) Weld Joint Strength Reduction Factor,W. At elevated
temperatures, the long term strength of weld joints may
be lower than the long term strength of the base material.
For welded pipe (i.e., not seamless), the product of the
allowable stress and the applicable weld quality factor
SE shall be multiplied by the weld joint strength reduction
factor,W, when determining the requiredwall thickness
for internal pressure per para. 304.
Therefore the additional requirements for welded pipe would seem to be in order as there ia a built in factor for higher failure with welded pipe.
