does anybody know where to find formulae for designing rectangular flat bolted covers for pressure retention.

Rectangular covers suggests rectangular pressure vessels (!), which would be as rare as any information you might find.

Look in UG-34 for non-circular flat heads.
There was an ASME PVP book in the 80's that had:    A.E.Blach, "Bolted Flanged Connections for Non-Circular Pressure Vessels," ASME PVP-?  in it.

Basically, get an equivalent circular flange: Use "B" = d*sqrt[Z], & add 2*Flange width to get OD "A" & B+2*{ID to Bolt cL) to get BCD "C"

I have developed various spreadsheets as this subject is complex.  For example, do you have full or enclosed gaskets?  What materials, thicknesses, and characteristics do they have (see ASME VIII, Div. 1 Code and/or TEMA).  What is the bolt spacing?  edge distance?  diameter of bolt? material and temperature and working stress of bolt? net area of bolt?  internal pressure?  materials of construction of flange?  etc., etc.  

Check TubeTurns for some fairly old but "standard" calculations.  One may also buy a software package by CodeCalc.  It has many, not all, of these calculations.
