Plastic section modulus is just another section property like area, elastic section modulus, or MOI, and is independent of any section properties.

...I guess in a stretch you could say that it is dependent on the yield of the material because if you have a non-homogeneous (hybrid) beam then the plastic modulus has no meaning.

I made the same mistake as you, thought the OP was asking for Plastic Moment Capacity instead of Plastic Section Modulus...sorry.
