Can I use Drawings from one government program for another program?

RE: Multiple usage drawings

Potentially.

What government?

Which customer withing that government?

Are both programs with the same contracting office or equivalent?

At a previous employer we'd often make a copy of the drawings from program when we wanted to use them on a new one.  This was because if they were for different contracting offices, then while at present they may be interchangeable we couldn't guarantee they would be in future.

Since the govt effectively owned the drawing packs & could choose to give them to another contractor at some point we couldn't rely just on our own internal procedures to take care of it - so hence we'd create new identical drawings.
