I'm trying to design an End-Plate connection. I have to use pre-tensioned bolts because of regulations. so my question is where can i find a design procedure for this connection.
it's worth mentioning again that i want to use pre-tensioned and not normal bolts.

AISC 358-05 if your moment connection is used in Special and Intermediate Steel Moment Frames in seismic applications.

There are explanations and examples in AISC 9th ed. in connections section, I believe.  If you are using 13th, it's probably in there, too.

If you are an AISC member the Design Guides can be downloaded from the AISC web site for free.
