I have a tilt up wall with 12ft high
I used a dowel #8 Rebar for the connection from footing to wall. Using the ACI 12.2.2, the length of Ld must be in 48".

Chapter 12 gives two option on Ld. Class A splices must be 1.0Ld, while Class B must be 1.3Ld

My question is, when are we going to use the Class B splices?

Is it for seismic connection?

Please enlighten me on this one.

What is the purpose of the connection?  If only for shear as is the case for most tilt wall construction, the lap lengths do not apply.

Class A Splices are when less than 50% of the splices are in the same location - which means that the splices would be STAGGERED.  This verbiage is in ACI 318

You likely have Class B since they are dowels and the contractor will want to use the same length for ease of installation.

48" lap splice seems low for #8 - what strength concrete are you using?  

also, as hokie asked, are you 'fixing the base' ?   

how are these dowels installed if it is tilt-up?

its for the shear of the base connection of wall footing and the tilt up wall.

f'c is 4000psi while fy is 60000psi
