Can someone explain to me what and how %TAP of Distribution Transformer affect the system.

Why and when do we need this?

Tal is a setting normally on the high vol. side of the transformer to increase or reduce the voltage.

Note that it affects the low side voltage, not the high side system voltage.  The high side system voltage depends on source strength, load, system impedance, voltage regulation, etc. and is not significantly affected by the distribution transformer tap.
