Would a length dimension ever be modified by MAX?  Because zero (0) is less than the MAX would that be acceptable?  

I could understand a corner with a R.020 MAX meaning that a near-sharp corner is just as acceptable as R.020.

So in what other applications would the MAX modifier be used?

The radius is a good example for a standalone MAX.  It can be used where a feature may exist, and if it does, it cannot exceed your MAX limit.  I think a standalone MIN callout is prolly more useful.

I have seen MAX used for tap drill depths with the thread length given as MIN.

Thicknesses of coatings perhaps? For example, if an item was getting powder-coated there might be a MAX that it can grow by and still function in the space intended.

Any place where you would be dimensioning a gap in an assembly as well. For example, if you had some handrails that form a "T" shape. If the handrails are touching, that's fine, but I don't want the gap to be big enough that somebody can get through.

In discussing how many pairs of leopard print shoes a person needs.

In accounting and finances (I will pay $4 MAX.).

Any situation where you have some kind of burr, trim, flash, machining 'mark' or these sorts of things 'MAX' often has application.

In essence, a situation where you'd prefer '0' but because of real world manufacturing constraints etc you need some permissible maximum distance/size.
