Hi,
1 - I create a box
2 - I create a cylinder with the option "go to plan" and select a face of the box.
3 - inserted between the options of the prism , an offset of 20 mm
4 - right click on feature > Insert a new ...
IMPOSSIBLE ! The feature 2 refers to a feature 1 .

Other way.
1 - I create a box (the feature is called box 1)
2 - I create a cylinder (the feature is called box 2)
3 - right click on feature box 2 > Enter a new ...
OK , this is possible
4 - Now, go inside the body just created, double click on the box 2
5 - edited the properties of the prism , instead of "quote" put "to plan" and an offset of 20 mm
6 - Click OK

I understand the first scenario that is impossible to do. Since the cylinder depends on the face of the box for it's definition, it cannot be moved into a new body. The parent/child relationship is causing the error.

Is there an ASSEMBLE operation in your second scenario?

If there is an operation, the the second body is a sub-set of the first body and the parent/child relationship can exist between the cylinder and it's higher-level face of the box.
