I am working on getting a new glass bottle and a plastic closure for a liquid product.Are there any specific tlorences on the Outer Diameter of the neck finish(on threads ) and the internal diameter of the closure .

I'd go for a 3/4"nb neck, sch 30 wall and NPT threads, tolerance +/-12.5%, since this is a PIPING and fluid mechanics forum.

You could also consider a small bind flange ?

There are applicable standards and specs in the packaging industry.  Try hooking up with one of their societies or associations.  GPI is one that comes to mind.
