Do the same cover requirements (fire/corrosion) that apply to rebar also apply to headed welded studs (Nelson studs)?  Should this cover be applied to the shank of the stud or the outside edge of the head of the stud?

I've been assuming that the same cover is required for studs as for rebar and that the cover is to the edge of the stud head.  I would like to know what others assume however.

I'd use the same coverage requirements myself.  Coverage is to the outer most point on the steel.

Clear cover to the steel being the outside of the stud head. The shear head is critical in developing the yield strength of the stud.
