Has anyone used ASCE 31 & 41 in North Carolina?

Why?  Seismic activity is pretty low there.

Yes, but we are trying to change the use of an existing building to an Essential Facility.  The NC Building Code basically makes us bring the building up to current code seismically, which is impractical if not impossible.  So I want to use ASCE 31 & 41 instead.

I've used it in CO, but not NC.  ASCE 31 is for evaluation.  If you need to do repairs/upgrades you should use 41.  They certainly could simplify the early chapters to make it resemble English, but the later chapters on member/connection capacities are pretty clear.
