Seeking to find out how highway departments deal with the issue of lateral loads on abutment piles.........what calculation procedures or software programs are typically used.........in some cases I have found that there is a lack of specific design for the lateral loads and so I am wondering what policies are in use in design departments....

Typically, COM624 is used for the design of Laterally loaded piles. It was developed by Federal Highways Administration.

AS RNP indicated, try the COM624p software. Download from FHWA website at http://www.fhwa.dot.gov/bridge/geosoft.com

Try Florida Pier for lateral analysis of pile groups. Available at http://www.dot.state.fl.us/Structures/.
