can any one help me in design of lifting beam? also i need IS:13591-criteria for design of lifting beam,does any one hv the copy of this standard?eagerly waiting 4 ur replies.....

Except for the standard you reference, your request is too general.  If you were more specific on your needs regarding the beam, the help you seek could be more forthcoming here.

My advice would be to purchase the document you reference, read it, and then ask questions related to what you don't understand about the design.  

The Design and Construction of Lifting Beams by David T. Ricker is a good start if you've never designed one before.  Also, search the forums as this topic has been covered many times before.

ASME BTH-1-2008 Design of Below-the-Hook Lifting Devices is a good standard to use.

I agree with CTW.  Ricker's document (1991) is good and I believe it can be purchased through AISC for relatively low cost.
