Does an inspector of bolted joint connections, in a structural steel building,require a certification from aisc, rcsc or some other authority? ...and if so, what is that governing authority?

If your code is the IBC, then the building official decides what is required per Section 1704 which states "The special inspector shall be a qualified person who shall demonstrate competence, to the satisfaction of the building official, for inspection of the particular type of construction or operation requiring special inspection." With section 1703.1.3 stating "Personnel. An approved agency shall employ experienced personnel educated in conducting, supervising and evaluating tests and/or inspections." So getting a certification for bolt inspector would be a good idea even if the building official does not require it.

RCSC is the governing spec for structural bolting.  However, as a member of the RCSC Committee I am not aware of an inspector certification.  AWS does offer a Structural Bolting Inspection endorsement for CWI's.  The test for the endorsement references the RCSC spec and AISC Chapter J.

The ICC offers a Structural Steel & Bolting certification.

woodman88 - many states have amendments to the IBC which specify the qualifications of inspectors.
