Can a solid part be sketched in all 3 planes?   If so, is there a tutorial to show how?

You can sketch whatever you want on any plane.

"3D sketcher" that you can found in AlibreDesign, not exist on SolidEdge.
You can, only, sketch on a single plan.

What is it you are trying to do?
There may be another way.
3D sketching is available in XpressRoute and Frames - that is how you define paths for tubing and frame members.
