Where can I find the correct procedures/specifications for pressure testing a pipeline with the water method for leak detection?  Thanks

what liquid (or gas) is the pipe to carry? material of pipe? pressure rating? diameter of pipe (or range of diameters)?

The pipes are used on farms to pump liquid animal waste.  Pipes are typcially PVC SDR 26 and 21, SCH 40 or 80 so you are looking at up to 200 psi pressure rating.
