Considering change to pump coal spray (fuel oil) to/from 20k gal vertical cone bottom ASME liquid storage tank.  I want to utilize existing pump and decant line coming off side of tank just above cone.  Besides controls, line size, pump capacity, etc., are there any specific issues I should address regarding utilizing the same line to fill & pull from tank?  (Specific issues that should be addressed in early design, prior to PHA.)

Your question is way too vague considering the amount of information you provide.

 - What was the Pump liquid duty originally ?

 - Specifically what type of pump is being reused ?

 - What is the NPSHr of the pump for the new liquid conditions ?

etc etc etc....

Again we now begin the long, slow process of extracting information from the original poster.

I apologize for the confusion, but I am not asking for how to size the pump or the line or the system.  I can provide you all of this information, but I am capable of performing that analysis myself.  My question is are there other issues (perhaps operational or inlet nozzle design) that I should consider before jumping to the idea that one single line can be used as both a feed and a draw line (of course, not simultaneously).  Thank you.
