I'm looking for a good basic text on traffic studies for municipal highway departments.  It should be an easy-to-read, "how to" manual, with just enough well-explained theory to make sense.

I looked at ITE's Manual of Transportation Studies, but I think it's too advanced for the audience I have in mind.

Any suggestions?

Seriously, I have found very little reference material for traffic related subjects. Given the upswing in the importance of traffic management, I think that area is in desparate need for such materials.
I know that doesn't help you much right now.
