Does anyone know a good place to find "free" guidelines for UL 1709 and such guidelines and standards? Also needing BS 476 and DIN 4102 guidelines. I have a lot of information, would just like more information or exact information on these standards.

You may find standards in university libraries.  Unlike government regulations, most codes and standards are copyright protected and sold by the assorted agencies.  Often equipment suppliers include excerpts from standards within their catalogs.  However these may be obsolete or spun for their purposes.

Check with the agencies or distributors such as IHS for pricing.
