Hello.
I googled for "geotextile" that was given to me by Technical Services Manager at IFAI after an inquiry we lodged there.

I am a multifaceted Designers by profession and am working with my team on a totally new project direction for an
existing corporate client also active in another industry where we have serviced their needs.

Our project requires a 100% impermeable material that is resistant to sea water and oil sleek on the other side.
If the project is given the go ahead quantities will be VERY large many thousands of running meters/yards.

Due to our somewhat limited technical knowledge (we'r on a steep learning curve)we are open to your suggestion of "woven or non woven fabrics"

The material/fabric should be able to be submerged several month at the time
and hopefully cleanable after usage with chemicals or "Dawn" or any other means that you may recommend

The product usage is to control oil sleeks in an other ways than booms only.

Recap:  What is utmost important to us!

LIGHT WEIGHT, stitchable or weldable seams or both as reinforcing webbing/tapes need to be attached to it
NON/LOW STRETCHING!
STRENGHT: rip proof as much as possible naturally
ENDURANCE and RU USAGE: must be submersible in sea water and cleanable
PRESSURE resistance with additional cable, web support
LARGEST WIDTH: is preferred to cut down on assembling cost.

If I were you I'd start by contacting someone who manufactures landfill liners.
