Does anyone see a problem with the following situation?
An existing road that is 41' B-B and 4 lanes (10' lanes)with road overlayed up to the face of curb (monolithic curb). Raise curb up 2" and put in B4.18 curb with gutter matching slope of road (no overlay) and still have 4 lanes traffic.

You might want to explain your issue a bit better.  You are using jargon that is unique to Illinois DOT...Not everyone is familiar with that.  State your issue in more generic terms, describing the curb, the asphalt elevations, etc.  From a cursory review, it appears that you will pond water at the curb.  Not good.  Perhaps you can explain if I'm not interpreting correctly.
