can any body explain the application of under current protection in capacitor bank feeder?

Is not same application.
Undrcurrent protection is detected disconnection of capacitor bank and prevent a reconnection with some timer.
Is operated only if ALL 3-ph currents are below some set point ( of course not before connection of CapBanks).

Unbalce protection base on the meas in the CT installed betwen two starpoints of banks.

I'm afraid I've never heard of anyone applying undercurrent protection to a capacitor bank.

I would expect that the capacitor can would fail shorted and an overcurrent condition would be detected.

Can you explain where this is used and how the undercurrent condition ignores normal load current?

The undercurrent would be looking for something sufficiently less than normal load current.  Fused cans will fail to an open condition and current will go down.
