We are having capacitor switching transients frequently in our 4160V system. The transient magnitude is about 7100V at peak with duration of less than 8ms. I wonder if we need to worry about the insulations in 4160V system. I did some research on IEEE documents and found out the basic switching surge levels (BSL)for 5KV components are quite high, higher than half of BIL levels. BSL levels are not available for most of the components in 5KV system.

I am looking for some assitance in this area before I can make my engineering judgement.

With typical capacitor switching, you get a maximum transient of about 2 times normal.  Assuming you're measuring peak (or crest) voltage to ground, normal voltage is 2400 V to ground.  Normal peak voltage is around 3400 V.  So you're reading a transient of 2.1 per unit (i.e., 7100/3394).

I don't think you need to do anything about it.  At 5 kV you have beaucoup insulation for the operating voltage.

We measured L-L peak, which was 7100V. The peak L-G would be 4100V.

I agree with you. We don't neeed to do anything about it.
