Is it considered a three bar bundle when a hook from an intersecting wall turns out on the same plane as the horizontal reinforcement at a splice location? Dose this apply to ties and U-bars?  Where in ACI is this addressed?

Nope.
The horizontal splice will transfer the force in the horizontal bar that is lap spliced.

The hook on the perpendicular bar will help to develop that bar in tension (hopefully within the thickness of the wall into which it is hooking into).

Based on the picture I think he's asking if it's OK to stack the hooks on top the the perpendicular lap spliced bars.

Does the hook being placed on top of the splice reduce the effective length of the splice?
