I think you want a time overvoltage relay.
Look up the General Electric type IFV

yes there lot of relays which have got dv / dt protection. i have come across Alstom, L & T, AVK SEGC dv /dt relays. as far as i know, these relays are used as islanding relay.

I would be interested to know which model Alstom relays provide the dv/dt function.  I checked their website, also that of AVK SEG, and I wasn't able to find any reference to dv/dt function in a cursory check.  BTW, who are L & T?  I confess that I am not familiar with that name.

By dv/dt relay, could you be refering to a volts/hertz relay?
