Help measuring concentration and PH of soluble oils

We are trying to make a DRO to display % concentration and PH of certain cutting fluids.  I really have no idea what sensors we will even be looking for.  We would want to build them from the bare component though.  

Does anyone have experience with this?  FYI, the soluble oil is a unique oil with modifiers to make it soluble in water.  water hardness and such will vary as well as oil so not sure how we might dial this in.

Do you have a feel for the conductivity of different concentrations?
Perhaps refractive Index?
