I'm looking for a concise definition of "sewer influence lines" . How are the influence lines determined/specified?

I believe that is the location above the sewer within the 45-degree influence line drawn from the invert of the public sewer,

Have not seen a formal definition.

It is unfortunate and indeed subject to confusion if such a term is not defined in some authoritative reference [of course I know there are "influent" lines, I guess normally meaning a line running into a plant, and there are also slopes or profile e.g. design invert "lines", that "influence" the flow, depth etc. of sewage, both e.g. as shown at http://water.me.vccs.edu/sldef.htm!]
