Does anybody apply transverse and longitudinal sway loads simultaneously?  Analogous to a quartering wind; 75% from each orthagonal direction?

Depends on the structure, for a normal building with similar natural frequency in each direction not subject to dynamic effect, no wouldn't waste my time. If not normal, maybe.

I can remember working as a carpenter years ago, which I did for a long time building houses, and a young guy was helping me trim a house I was building. I started him slowly doing baseboards & casing...nothing difficult.
Before lunch of the first day he told me "you guys have been doing this for years and I am just as good as you in four hrs".
Frustrated with his arrogance, all I could think to say was "You haven't F$#2ed up enough to be good yet".
