Is duplex 2205 subject to delayed hydrogen cracking?  Assume that the service is not subject to sulfide stress cracking in service. If so, is the hardness requirement the same as in NACE MR0103? or API TR938C as if it was operating in sulfide stress cracking service?

Yes, duplex stainless steels can be subject to delayed cracking/fracture (Hydrogen Induced Stress Cracking).  The main concern has been with subsea applications that are exposed to cathodic protection.  Here are two documents that discuss requirements for using duplex stainless steels in subsea environments and the associated risks for HISC:
