Regarding Subsea Pipeline concrete weight coated stress analysis, to consider the effect of Stress Concentration Factor (SCF) at field joints or buckle arrestors, my interpretation is as follows, and I would appreciate if somebody could advise if it is right.

Static Analysis (e.g. crossing analysis, upheaval / lateral buckling): the effect of SCF is NOT necessary to be considered

Dynamic Analysis (e.g. lateral buckling fatigue analysis due to system shut down / start up): the effect of SCF is to be considered.

NB, in the modeling the material property is Elastic-Plastic (stress – strain curve).
