I have looked in the sixth edition steel manual to no avail. as well as asking the Google gods to shine on me.

The properties you should be able to calculate by hand or with a program.
For the steel type you may need to cut off a small sample and send it to a testing lab.

You might also research the Welded Steel Tube Institute, founded in 1930, that also published the above manual.
