What is the recommended concrete cover for wastewater concrete tanks permanently in contact with corrosive soil?
Is there any reference of minimum 3" cover for concrete cover on earth side?  How about if ground water level is high?

If you're pouring against earth you need 3 inches of cover per ACI 318 and ACI 350.  If you're pouring against forms you can use 2 inches even if the soil is corrosive.  But more cover is better (to a point).
