For 7018 rod if the electrode is out of the oven for 4 hours it must be discarded. However, does the electrode need to be maintained at 120 celcius at all times before use or can a welder take several electrodes out of the oven and go to his/her workplace and use the electrodes say 1/2 hour later without any issues? What code references this?

That 1/2 hour is part of the allowable 4 hours.  That's what the 4 hours are for--using the electrode.

"4 hours", though, comes from some code or other.  The applicable code is whatever's in your job's contract.

Electrodes from a sealed electrode box (E7018) may be used immediately but not past 4 hours. Electrodes that are placed in electrode ovens at 120 celcius are to be consumed within 4 hours after removal from the oven.

Do not discard the electrodes after 4 hours because they can be rebaked at 230 celcius for 2 hours ( low hydrogen electrodes only)

Always check out the applicable codes eg. AWS D1.1 CSAW59-03 ect... JOb contracts always refer to some codes..
