Determinatiom of initial consumption of lime(ICL)

(OP)
I'm currently carrying out some test for determining the initial consumption of lime(ICL)for a certain soil materials taken from borrowpits. The soil laboratory where the test are carried out gave me a wonderful test results. They gave me 5 to 6%cement to cater for the initial consumption of lime/cement. In principle, according to my experience in African soils, it usually range from (0.5 to 1) %lime or cement. Please if there is some one knows the reason for this outcome; assist because it is my first time to see such kind of test results.
