Have you tried to update the session?

Did you rename the sheets? NX remembers Sheet number as they are created .. Meaning, Creation Order is followed.. I guess Sheet 2 was first sheet , Sheet 1 is the last sheet , but renamed to Sheet 1..

PR Number : 6115832
***** <<<<< This PR has been closed. The resolution was: >>>>> *****
The problem where the sheet Part Navigator order or sheet Properties do not match the title block sheet number has been converted to an Enhancement Request. The sheet number provided by adding "<W@$SH_SHEET_NUMBER>" in the note text refers to the order of creation of a sheet in a part. This number cannot currently be edited.

We are currently using NX 7.0 and I know very little about setting up title blocks.
Thanks

Say you have 10 sheets...
1. Create 10 new, blank sheets
2. Go to the sheet you want to be first, copy all the contents and paste it in the FIRST new blank sheet.
3. Repeat this copy and paste effort until you have copied all 10 sheets in the order you want.
4. Once you are satisifed with the 10 new sheets, delete the original, out of order sheets.
5. all will now be well...
