A year ago a fabricator installed steel railing in a concrete parapet but the installer had standing water in the core holes that he did not remove.  Consequently, the "Por-Rock" expanded and blew out the side of the concrete parapet.  

I am specifying a fix and they want to use concrete, not epoxy.  This is what I am proposing- 1. Cut the limit of the spalling a minimum of 2" deep. 2.  Add some 1/4" exp. anchors with #3 rebar tied between them.  3.  Concrete to be 4000 psi, w/cm < 0.45.  Aggregate no larger than 1", air of 4.5%.

Am I missing anything?
