Temporary 480 Volt Service Question

(OP)
I need to power 2 loads each from a 480 volt 250 amp breaker. The temporary service is coming from outside a bldg.  Can I just have a panelboard with nothing but the 2 - 250 amp breakers or do I need to provide a main breaker per NEC in the panelboard as well.

Review the up to six service disconnects rule in NEC, assuming that this fits the definition of a service.

If setup qualifies as a feeder, it would work too as long as you have a breaker/fuses at the source protecting the 'temp' panel and the feeder.
