Hi,

we have to performed a welding procedure qualification with 304L, according to ASME III Division 1 and IX.
Is it possible for the PQR to use ASTM or European material for the sample, if its an equivalent to the same P Number according to ASME QW422?

Unfortunately, no.  Reference paragraph 4 of QW-420.

One thing you may consider, and I'm not sure how this could be handled with the European material, but if you have the original MTR or CMTR for the ASTM material used for the PQR and it is dual certified for ASTM and ASME, then that should provide sufficient documentation for certification to ASME and QW-422.  i.e. dual certification for ASTM A 240 Type 304L and ASME SA-240 Type 304L.
