Can anybody tell me is it necessary to put reinfocing pad on nozzle attached to a nozzle body.

I presume that the secondary nozzle is not within the reinforcement length used for the main one, as it would be unusually close to the vessel wall. If this was the case things would become a little more complicated, as the hole of the secondary nozzle would take out some reinforcing material used for the main one.
Also consider that no reinforcing material may be used twice, for both the main nozzle and the secondary one.

There is no need for a specific part of the code to say that: it falls into the general rules for opening reinforcement.
