Designing an Emergency Operation Centre

What length of time can you store Potable cold water for an emergency scenario without applying any circulation or water treatment?

If you have a potable water storage tank filled with generic treated city water for 5 days use (state of emergency scenario) can you dump 20% a day and fill back to top to stay within safe limits.

What literature do you think may have regulations to this effect?  

AWWA, EPA, ASHRAE?

Any information would be greatly appreciated.

Well, how long is bottled water on the shelves at Kroger good for?  A week? Month? 2 months?  Quite a while, if it is sealed air tight.
