We are working on a mine project and looking for the following type of cable:

15kv, multi conductor, low smoke, (fire rated if available). If anyone knows of a manufacturer let me know.

In addition, routing cables in the mine using conduit vs. cable tray - any thought or experience?

If it is about a coal mine then due to methane presence could be Hazardous Location class I division 1 as per NEC ART 501 so if the cable is not mineral  insulated you cannot use cable trays but conduits and approved appurtenances. On the other hand I don't know mineral insulated cable for medium voltage.
But HALOGEN FREE CABLE there are manufacturers: http://www.bcdcables.com/type-xai-33-15kv.htm.
