I don't know, but it's definitely not a bellows. Clearly it isn't made of PVC, plus the convolutions appear to be helical, not concentric.

Doesn't appear to be a Spirex tube either. It the outer part a small diameter tube coiled around a larger tube?

Can you provide a side view? What's on the inside?

It's a convoluted metal hose, also called:
- metal hose

Depending on how long, how flexible, or end connections, you might try any of the above.

Note the "surface area" on the ID and OD isn't intended to help with heat transfer necessarily.  It will do that to some degree, but it won't be particularly effective since the fluid inside the convolutes is relatively static.

Older smaller (less than 400mbtu/hr) water tube boilers with replaceable tubes used a tube very similar to this.  I believe it was old Burkey style boilers I saw them in.
