Software for Asset Management of Pipe system

I've done a quick search of the forums but I can't seem to find any suggestions for an asset management system related to a municipal piped system. I'm interested in being able to add pipes and the dates that they are installed, type of pipe & size any any other appurtenances and be able to search them either graphically like a GIS system or via text.

I have quite a few small water systems that are big enough to warrant this type of software but not big enough for their own IT dept to take on a full blown GIS solution. Does anyone have any suggestions?

CUPSS is a free asset management tool for small drinking water and wastewater utilities.  It is quite simplistic and not customizable, but the price is right...
